The Legislative Counsel's Digest key section was reformatted: 'Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes.' was changed to a labeled format reading 'Vote: MAJORITY, Appropriation: NO, Fiscal Committee: YES, Local Program: YES' with the term 'State-mandated' dropped from the label.

Section 311.8 was restructured: instead of requiring each public utility to maintain its own searchable database of advice letters and requiring the commission to issue universal guidelines for those databases, the bill now requires only the commission to establish and make available a single searchable database on its website by June 1, 2028. The features (common indexing, searchability, data since January 1, 2020) remain the same.

Section 454(b)(2)(A) was changed from excluding advice letter rate changes from the customer notice requirement ('does not apply') to allowing the commission to require customer notice for advice letter rate changes on a case-by-case basis ('may, as determined by the commission on a case-by-case basis, apply'). This expands when customers must be notified of proposed rate changes.

A provision stating that 'the procedures for advice letters may include provision for notice to customers or subscribers on a case-by-case basis, as determined by the commission' was removed, as the new language in subparagraph (A) now directly addresses when notice applies to advice letter rate changes.

The entire amendment to Section 454 of the Public Utilities Code was removed. This provision would have required utilities to include a link to the associated advice letter in customer notices of rate changes, and would have required the CPUC to establish a searchable database of public utility advice letters by June 1, 2028.

The definition of 'utility' in Section 593 was broadened from 'an investor-owned electrical corporation or gas corporation' to simply 'an electrical corporation or gas corporation,' removing the investor-owned qualifier and potentially covering municipally owned or cooperatively owned utilities as well.

The word 'promptly' was removed from Section 593(d)(1), which requires the commission to require a utility to deliver financial benefits of taxpayer funding to ratepayers. The requirement now simply states the commission shall require delivery without specifying a timeframe.

The definition of 'utility' in Section 593 is narrowed from 'an electrical corporation or gas corporation' to 'an investor-owned electrical corporation or gas corporation,' excluding municipally-owned utilities from the taxpayer funding reporting requirements.

Section 311.8 is restructured so that the Public Utilities Commission (not individual utilities) must establish and make available on its own website a searchable database of public utility advice letters by June 1, 2028, rather than requiring each utility to maintain its own database.

A new subdivision is added to Section 311.8 requiring the database to include every advice letter filed since at least January 1, 2020, with links to all public responses, protests, and resolutions submitted since at least January 1, 2020.

A new paragraph (3) is added to Section 913.7 specifying that the initial annual report must summarize taxpayer funding from the first quarterly report under Resolution E-5254 through 2026, while subsequent reports cover only the previous year's funds.

Section 454 changes the customer notice exemption for advice letter rate changes from a blanket exemption to a case-by-case determination by the commission. If the commission determines notification is required, the notice must include a link to the associated advice letter.

Section 913.7 adds a specific start date: the annual report to the Legislature must be provided on or before January 1, 2028, and annually thereafter.
