The definition of 'PFAS-restricted material' was cleaned up by removing a redundant word ('registered pesticide registered for agricultural use' became 'pesticide registered for agricultural use'). No substantive policy change.

The definition of 'agricultural use' now explicitly excludes uses to treat pets, livestock, and other animals to prevent, destroy, repel, or mitigate fleas, mites, ticks, heartworms, or other insects, parasites, or organisms. This carves out veterinary and animal health pesticide products from the bill's PFAS restrictions.

All prohibitions (2030 ban on specific PFAS pesticides, 2035 ban on all PFAS pesticides, restricted material classification, and registration requirements) are now limited to pesticides 'registered for agricultural use' rather than applying to any pesticide containing PFAS ingredients. This narrows the bill's reach to exclude non-agricultural pesticide registrations.

The CAS number for Trifluralin was corrected from 1582-09-08 to 1582-09-8, and Trifloxysulfuron-sodium now lists three CAS numbers (199119-58-9, 290332-10-4, and 145099-21-4) instead of just one.

All prohibitions on use, manufacture, sale, and distribution of PFAS-containing pesticides are now limited to 'agricultural use' only, as defined in Section 11408. Previously the restrictions applied broadly to any use or commerce involving these pesticides.

New defined term 'PFAS pesticide ingredients' means PFAS intentionally added to a pesticide as active, adjuvant, or inert ingredients. A new definition of 'agricultural use' is also added by reference to Section 11408.

New registration prohibitions: starting January 1, 2030, pesticides containing the listed specific PFAS pesticide ingredients cannot be registered for agricultural use; starting January 1, 2035, any pesticide containing PFAS pesticide ingredients cannot be registered for agricultural use.

Section 14088.4 is deleted entirely. This removed the requirement that, beginning January 1, 2028, a warning label statement about PFAS contamination must appear on pesticides containing PFAS as active or inert ingredients.

The provision requiring the director to prescribe times and conditions for use or possession of PFAS-restricted materials in different areas of the state by January 1, 2028, and authorizing the director to prohibit use or possession in those areas, has been removed.

A severability clause (new Section 14088.6) is added, stating that if any provision is held invalid, the remaining provisions continue in effect.

Every reference to PFAS being 'intentionally added as active or inert ingredients' is expanded to 'active, adjuvant, or inert ingredients.' This broadens the bill's reach to pesticides where PFAS are added as adjuvants (substances that enhance pesticide performance, such as surfactants or solvents), not just as active or inert ingredients.

Section 14088.3 now prohibits registration only of pesticides 'that has not been registered by the department,' effectively grandfathering pesticides already on the market. Previously the ban applied to all PFAS-containing pesticides regardless of prior registration status.

The entire provision amending Health and Safety Code Section 105240 (requiring the Department of Pesticide Regulation to prepare and post quarterly reports on granular chlorpyrifos use) is removed from the bill. This was an unrelated reporting requirement.

The legislative intent section is restructured into two numbered goals: (1) address PFAS pesticides as a class and reduce their presence on produce and in soil, air, and water; and (2) begin phasing out PFAS pesticides already banned elsewhere while taking additional steps on other PFAS in pesticides.

A new operative date is added to Section 14088.5: the restricted-material classification and permitting requirements for PFAS pesticides will not take effect until July 1, 2028, rather than immediately upon enactment.
