A new Section 1 was added that names the act the 'Unseen and Unheard Housing Act,' providing a short title for citation purposes.

In the definition of 'target population' in Government Code Section 65582, victims of domestic violence were removed from the core mandatory definition and now appear only in the optional 'may include' list, making them no longer automatically part of the target population.

The state-mandated local program designation was changed from 'yes' to 'no,' the fiscal committee designation was changed from 'yes' to 'no,' and the entire Section 2 regarding Commission on State Mandates reimbursement was deleted. This means the bill no longer triggers state reimbursement obligations for costs imposed on local agencies.
