Public postsecondary education: civic engagement: recommendations report.

Removed the requirement for each CSU campus and each community college to review and update American Institutions and Ideals courses before the 2029-30 academic year to ensure emphasis on civic engagement, civic discord, and preserving democracy.

Changed the reporting obligation from individual campuses to system-level leadership only: the CSU Chancellor and CCC Chancellor (mandatory) and UC President (requested) must report recommendations to the Legislature by the 2028-29 academic year.

The bill no longer constitutes a state-mandated local program, as it no longer imposes direct duties on individual campuses or community college districts.

Removed Section 2, which provided for state reimbursement of costs mandated on local agencies and school districts. This provision is no longer needed because the campus-level course update mandate was eliminated.

The deadline for campuses to review and update their American Institutions and Ideals courses was pushed back one year, from the 2028-29 academic year to the 2029-30 academic year.

New legislative findings and intent language was added stating that building knowledge of democracy is an essential element of public higher education, and that institutions should give consideration to civic engagement, civic discord, and key components of preserving democracy including the free press, free access to libraries, compulsory education, and the federalist system.

The bill now names specific officials responsible for compliance: the Chancellor of the California State University, the Chancellor of the California Community Colleges (newly added), and the President of the University of California, rather than referring generically to 'each campus.'

The original mandatory course review requirement (subsection a) appears to have been removed or restructured in this amendment, leaving only a fragment. The reporting requirement to the Legislature remains but is now assigned to the named chancellors and president rather than individual campuses directly.

The state-mandated local program designation was changed from 'yes' to 'no,' meaning the state will not be required to reimburse local agencies and school districts for costs mandated by this act.

The courses subject to review and update were narrowed from all 'general education history and government courses' to specifically 'American Institutions and Ideals courses,' with a reference to Section 40404 of Title 5 of the California Code of Regulations as an example.

The deadline for campuses to review and update their relevant courses was pushed back one academic year, from before the commencement of the 2028-29 academic year to before the commencement of the 2029-30 academic year.

A new sunset provision (subsection c) was added, providing that Section 66054 shall remain in effect only until January 1, 2033, and is repealed as of that date.

A new subsection (b) requires each CSU campus and community college (and requests each UC campus) to report to the Legislature before the 2028-29 academic year with recommendations on facilitating greater knowledge of American democracy and meaningful civic engagement opportunities, including any necessary legislative support.
