General plans.
Summary
Existing law, the Planning and Zoning Law, requires each county and city to adopt a comprehensive, long-term general plan for the physical development of the county or city and of any land outside its boundaries that bears relation to its planning. That law further requires the planning agency having jurisdiction over a general plan to render a report as to conformity with the adopted general plan before, among other things, the acquisition or disposition of real property or the construction or authorization of a public building or structure impacting the general plan, except as specified. This bill would make nonsubstantive changes to these provisions.

MINOR
No substantive policy changes occurred between these two versions. The differences are entirely formatting and presentation: the original version uses traditional legislative document formatting with line numbers and page headers, while the new version is a web-scraped rendering of the same bill text from the California Legislature website, complete with navigation menus and site chrome.
TECHNICAL
Line numbers, page headers (e.g. '99', 'AB 1494 -2-'), and traditional legislative document formatting were removed.
Website navigation elements (home, accessibility, FAQ, search bar, bill information links, share options) were added as part of the web page wrapper around the same bill text.
