General plan: environmental justice element: disadvantaged communities.

All amendments to Public Resources Code Sections 4291.5 and 4291.6 were removed. These provisions had extended the defensible space and home hardening assessment program indefinitely and required training consistent with the 'Home Ignition Zone/Defensible Space Inspector' course plan beginning July 1, 2026.
