Multiple fund encumbrance and expenditure periods extended: Kern County math partnership through June 30, 2031; prekindergarten grants through June 30, 2032; Orange County MTSS funds through June 30, 2027; Golden State Pathways technical assistance through June 30, 2029; homeless youth funds through June 30, 2030.
California Community Schools Partnership Program: planning funds may now also be used to convene a schoolsite's shared decisionmaking team or council; the $10 million technical assistance allocation is changed from a fixed amount to 'up to $10 million'; certification process funding delayed until 2031-32 fiscal year.
Local educational agencies may now use state-funded meal reimbursement for infrastructure upgrades for school meal service operation and improvement, with prior department approval, rather than bearing the full cost as a district charge.
Supporting Inclusive Practices project: $30 million appropriation changed from equal split between Riverside County and El Dorado County offices of education to allocation only to El Dorado County Office of Education, or for allocation pursuant to other legislation.
California Universal Preschool Planning Grant Program: the $50 million appropriation is now allocated to one designated lead agency per county rather than to renewal grants for existing LEA grantees or new consortia leads.
Education Commissioner transition provisions (effective January 1, 2027) are extended to additional provisions of law beyond those previously covered.
CalNAS program: new definitions added for immigrant families and newcomer pupils; the $10 million technical assistance grant must now go to a statewide technical assistance center; the center may subcontract up to 10% of its allocation to qualified nonprofits with department approval.
Oakland Military Institute: cooperative agreement authorization changed from the City of Oakland and a school district to the Oakland Military Institute College Preparatory Academy, a California charter school.
Prekindergarten grant recipients that have not developed a local plan must develop one for governing board consideration at a public meeting and make it available for department review upon request.
K-12 High-Speed Network requirements updated from supporting videoconferencing to supporting bandwidth-intensive applications and digital learning; advisory board must now submit an annual report with program highlights by March 1 each year.
Student Support and Professional Development Discretionary Block Grant: public hearings on declining enrollment must now be held in conjunction with LCAP hearings; plans must address attracting and retaining pupils, strengthening course offerings, new program opportunities, class size reduction, facilities management, and local revenue options.
CCAP dual enrollment: the 180-minute day of attendance requirement for grades 11-12 now requires courses to be offered with a CCAP partnership agreement (previously could be with or without one).
Pathways to Bilingual Teaching Program: implementation delayed until January 1, 2027; individual LEAs (not just consortia) are now eligible for grants though consortia retain priority; hiring agreements with broader consortia changed from required to authorized.
Golden State Pathways Program: independent evaluation deadline extended by 2 years to June 30, 2030; new reporting requirement added for the department to report on grant award process and recipients by June 30, 2028.
Golden State Teacher Grant Program: special education credential requirement changed to specifically require a preliminary special education credential.
