Public Utilities Commission: membership: reports.

New amendment to Section 321.6 requires the CPUC president to annually appear before Senate and Assembly policy committees to present the annual report under Section 910, rate affordability information, decisions on ratesetting cases made since the previous appearance, and pending ratesetting cases.

Section 910.1 timeliness reporting is broadened from tracking only 'ratesetting cases' where the commission missed statutory deadlines to tracking all 'cases' where the commission failed to issue a decision within the statutory deadline.

Section 321.7 briefing requirements are simplified: the specific '12 months period preceding the appearance' timeframe is removed (now just 'the period preceding the appearance'), and the requirement that pending ratesetting cases have 'a reasonable chance of being completed in the 12-month period subsequent to the appearance' is removed, leaving only 'pending ratesetting cases before the commission.'

Placeholder Section 910.9 (which had no substantive content) is removed from the bill.

Cross-reference in Section 303(b)(2) is corrected from 'subdivision (c) paragraph (2) of subdivision (b) of Section 301' to 'paragraph (2) of subdivision (b) of Section 301.'

The at-large member qualification language is cleaned up, removing the phrase 'unspecified qualifications, expertise in' and replacing it with simply 'expertise in nongovernmental public advocacy or public interest law.'

The bill was reformatted from a traditional legislative document layout (with line numbers, page breaks, and centered headers) into a web page rendering that includes site navigation, search functionality, and metadata fields. No statutory language was added, removed, or altered.

New Section 249 allows each house of the Legislature to appoint a liaison officer to appear in proceedings before the commission. The Assembly liaison is appointed by the Speaker; the Senate liaison by the Senate Committee on Rules.

Section 301 is rewritten to require that 4 of the 5 commission members each represent a different geographic location consistent with the four State Board of Equalization districts as they exist on January 1, 2026, and one member serve as an at-large member. Current members whose terms have not expired by that date remain in place until their terms end.

New Section 321.7 requires the president of the commission to appear annually before the appropriate policy committees of both houses to present a briefing on rate affordability, ratesetting decisions made in the prior 12 months, and pending ratesetting cases likely to be completed in the following 12 months.

Section 910.1 is expanded to require the annual timeliness report to include the number of ratesetting cases where the commission failed to issue a decision within the statutory deadline, the number of scoping memos issued in each proceeding, and the days commissioners presided in hearings.

New Section 910.9 requires the commission to submit a report to the Legislature within 15 days of adopting a final decision in any ratesetting case. The report must identify the affected utility, summarize evidence provided by the utility justifying rate increases, summarize the commission's rationale, and include a tally of all rate increases approved for that utility over the preceding 10 years.

Section 303 retains the existing two-year prohibition on utility executives serving on the commission but adds a new one-year prohibition on elected members or employees of the Legislature and employees of the executive branch from serving as commissioners. It also requires the commission to maintain an updated Conflict of Interest Code and Statement of Incompatible Activities.

The original Section 913 amendment changing the utility cost report from annual to biannual is retained in the amended bill.

The at-large commission member qualification, previously left blank ('expertise in ____'), is now filled in: the member must have expertise in nongovernmental public advocacy or public interest law and a nongovernmental background in consumer advocacy, consumer protection, or advocating for residents, especially vulnerable groups.

Section 913 of the Public Utilities Code amendment is entirely removed. This section would have required the commission to prepare and submit biannual written reports on the costs of programs mandated by statute or the commission imposed on electrical corporations with at least 1 million retail customers and gas corporations with at least 500,000 retail customers, including energy purchase contract costs and bond-related costs under the Water Code.

Section 910.9 (requiring a report to the Legislature within 15 days of a final ratesetting decision) is renumbered to Section 910.10, and an empty placeholder Section 910.9 is inserted in its place.

Terminology updated throughout: 'commissioner' replaced with 'member of the commission,' 'Constitution of this state' changed to 'California Constitution,' and typo 'Each houses' corrected to 'Each house.'
