This is a meaningful legal distinction because a void marriage is treated as never having existed, while a voidable marriage remains legally valid until a party petitions for annulment.

Entire new Chapter 7.7 (Sections 11834.70 through 11834.75) of the Health and Safety Code was removed. This chapter would have required the State Department of Health Care Services to offer a consolidated license and certification, beginning January 1, 2027, allowing operators of multiple substance use disorder facilities or programs at the same geographic location (within 1,000 feet) to hold a single combined license instead of separate ones. It included provisions for unified applications, streamlined review, unified inspections, fee structures, and rulemaking authority.

Section 297 subdivision (b)(3) was simplified from 'Both persons are at least 18 years of age, except as provided in Section 297.1' to simply 'Both persons are at least 18 years of age,' removing the cross-reference now that Section 297.1 is being repealed.

Family Code Section 297 is amended to remove the exception referencing Section 297.1, so the requirement that both domestic partners be at least 18 years of age now has no carve-out for court-authorized exceptions.

Repeals Family Code Section 302, which allowed unmarried persons under 18 to be issued a marriage license upon obtaining a court order and parental consent. This eliminates the legal pathway for minor marriage entirely.

Repeals Family Code Section 297.1, which allowed persons under 18 to establish a domestic partnership with a court order granting permission. Minors can no longer enter domestic partnerships at all.

Repeals Family Code Section 1501, which allowed emancipated minors or those capable of contracting marriage to enter premarital agreements. This is a conforming change since the underlying authorization for minor marriage is eliminated.

Family Code Section 2210 is amended to change marriages where a party was under 18 from 'voidable' to 'void,' meaning such marriages are now legally invalid from the outset rather than merely subject to being annulled. A transition provision preserves marriages entered into before January 1, 2027 under the old law.

Repeals Health and Safety Code Sections 102233 and 102356, which required the State Registrar and local registrars to track and report data on marriage certificates where one or both parties were minors. With minor marriages now prohibited, these monitoring provisions are no longer needed.

Multiple new coauthors added including Principal coauthors Assembly Member Irwin and Senator Menjivar, along with numerous additional Assembly and Senate members, reflecting broader legislative support for the expanded bill.
