GO-Biz: local immigrant integration initiatives: reporting.

Added an entirely new Section 12100.141 of the Government Code establishing a GO-Biz-administered competitive grant program for local governments to develop or expand immigrant integration initiatives.

The bill's scope changed from a nonsubstantive typo correction in Section 1 of the Government Code to a comprehensive immigrant integration grant program, with the original typo fix demoted to a secondary section.

Established five grant criteria: activity descriptions advancing quality of life and economic mobility, demographic analysis, community input process before proposal submission, sustainability plans beyond the one-time grant, and objective measurement/reporting without collecting unnecessary personal information including immigration status.

Required GO-Biz to prioritize equitable distribution of funds across jurisdictions with consideration for where immigrants reside and underserved regions, and to consult with state agencies including DSS, HCD, CDPH, and LwDA.

Specified permitted grant uses including multilingual resources and positions, financial assistance and training programs, referral services for immigrant workers or entrepreneurs, and navigation assistance for newly arrived populations including refugees and asylum seekers.

Explicitly stated that persons not lawfully present in the United States may participate in and benefit from local government services provided under this grant program, consistent with 8 U.S.C. Section 1621(d).

Added a prohibition on using grant funds to replace existing funding or required services, and a requirement that grantees collaborate through GO-Biz-organized convenings to share and scale best practices.

Set a new annual reporting deadline of May 1 for GO-Biz's report to each house of the Legislature on awarded grants, project descriptions, and program outcomes.

Added a privacy protection stating that information collected from individuals participating in new services under this funding shall not constitute a record subject to public disclosure under the Public Records Act (Government Code Division 10).
