Junior accessory dwelling units.

Previously, the bill required owner-occupancy broadly and then listed separate sanitation as an exception; the amendment puts the condition upfront, making it clear that JADUs with separate sanitation facilities are not subject to the owner-occupancy requirement at all.

Grammatical cleanups throughout Section 66322(a): removed 'Where the' and 'When' constructions from parking standard exceptions (e.g., 'Where the accessory dwelling unit is located within one-half of one mile' became 'The accessory dwelling unit is located within one-half of one mile'). No substantive policy change.

Section renumbering: the amendment to Government Code Section 66333 was renumbered from SEC. 2 to SECTION 1, and the reimbursement provision was renumbered from SEC. 3 to SEC. 2. This appears to be a clerical correction or error in the Senate amendment.

All amendments to Government Code Section 66322 were removed, including the provision that local agencies cannot impose parking standards on an accessory dwelling unit if it is 500 square feet or smaller, and the provision preventing denial of ADU permits due to correction of nonconforming zoning conditions, building code violations, or unpermitted structures.

The bill's title and digest were updated to reflect that it now only amends Section 66333 (junior accessory dwelling units) rather than both Sections 66322 and 66333. The state-mandated local program language was narrowed from covering 'accessory dwelling units and junior accessory dwelling units' to just 'junior accessory dwelling units.'

The bill was renumbered as Chapter 507 and received the Governor's signature on October 10, 2025, with filing at the Secretary of State the same day.
