A phased implementation schedule is added. The new Section 1277.5 (streamlined name change process with automatic grant within 6 weeks) does not take effect until July 1, 2026. Meanwhile, an amended version of the existing section takes effect immediately and adds an objection mechanism requiring courts to issue orders to show cause for all gender-conforming name changes, giving interested parties 6 weeks to file written objections.

The objection mechanism for adult gender-conforming name changes was eliminated. Previously, any interested person could file a written objection within six weeks and trigger a hearing. Now the court must grant the petition without a hearing within two weeks of filing.

For minor gender recognition petitions where not all living parents sign, the court's order granting the petition is now explicitly timed as 'as soon as possible after the completion of the six weeks' objection period, rather than simply stating it will be granted.
