Item 4140-101-0001 (Department of Health Care Access and Information) increased from $140,253,000 to $165,253,000, a $25 million increase, with new schedule categories including $100,620,000 for Health Care Quality and Affordability and $25,000,000 for Cal-Mortgage Loan Insurance.

Up to $90 million in grants for family planning providers, limited to community clinics that demonstrate they are subject to elimination of federal financial participation on or after July 4, 2025. Up to $1.5 million may be used for state operations and a third-party administrator.

Primary care residency funding broken into specific caps: up to $18,667,000 for existing slots, up to $3,333,000 for new slots at existing programs, up to $5,667,000 for teaching health centers, up to $3,333,000 for newly accredited programs (with June 30, 2027 deadline before unspent amounts can be redirected), and up to $333,000 for the State Loan Repayment Program. Family planning grant contracts and related information are exempt from disclosure under the California Public Records Act, with legislative findings citing protection of confidential medical information, provider safety, and access to reproductive health services.

A new Advisory Workgroup requirement mandates that the Department of Health Care Access and Information seek regular stakeholder input until June 30, 2026, from a workgroup composed of a majority of active community health workers, Promotores, or their representatives.
