What changed between versions
The bill's scope expanded from a single-section intent statement to a multi-section budget trailer amending three separate Budget Acts (2023, 2024, and 2025) with specific appropriations, new items, and repealed items.
Section 19.564 of the Budget Act of 2023 was amended to appropriate funds for 77 named housing and community projects, including allocations ranging from $84,000 (City of Monterey lighting) to $6,500,000 (Lao Family Community Development for unhoused people infrastructure). Funds are available for encumbrance through June 30, 2025 and expenditure until June 30, 2027.
Item 6100-488 of the Budget Act of 2024 was amended to reappropriate $239,395,000 for the State Department of Education, covering K-12 mandated programs, 21st Century Community Learning Centers, child nutrition, special education, career technical education, inclusive early education expansion ($150M), and fire-impacted school districts (LAUSD and Pasadena USD).
Item 0509-101-0001 of the Budget Act of 2025 was amended to appropriate $120,000,000 for GO-Biz, including $100,000,000 specifically for the City of Fresno's Public Infrastructure Plan and $20,000,000 for tourism promotion.
Item 0540-103-0001 of the Budget Act of 2025 was amended to appropriate $61,795,000 for the Natural Resources Agency, with 31 named local projects including Clear Lake Restoration ($13.6M), a Jewish Community Center security project ($5.4M), the Los Angeles Holocaust Memorial ($5M), and Palisades Fire recovery for LA Parks ($2M).
Item 1700-001-0001 (Civil Rights Department) was increased from $64,469,000 to $70,469,000, adding $6,000,000 for implementation of the Bureau for Descendants of American Slavery (Chapter 586 of the Statutes of 2025), available until June 30, 2029.
Item 1700-101-0001 of the Budget Act of 2025 ($6,000,000 for Civil Rights Department local assistance) was repealed. This item had been a placeholder for the Bureau for Descendants of American Slavery pending enactment; it is now folded into the support item.
Items 3360-001-3228 and 3360-101-3228 of the Budget Act of 2025 were amended to appropriate a total of $40,000,000 from the Greenhouse Gas Reduction Fund for deployment of charging or refueling infrastructure for medium- and heavy-duty zero-emission vehicles, available until June 30, 2029 with liquidation through June 30, 2033.
Item 3125-101-6093 of the Budget Act of 2024 was amended to appropriate $23,524,000 for California Tahoe Conservancy from the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Fund, with up to $2,550,000 for technical assistance to disadvantaged communities.
Item 3100-001-0890 was added to the Budget Act of 2025, appropriating $1,039,000 from the Federal Trust Fund for support of Exposition Park, available until June 30, 2028.
The fiscal note changed from 'Appropriation: no' and 'Fiscal committee: no' to 'Appropriation: yes' and 'Fiscal committee: yes,' reflecting the bill's new status as an actual appropriation measure.
Section 39.10 of both the Budget Act of 2023 and Budget Act of 2024 were amended to add new chapters (including bills from the 2025 First Extraordinary Session) as constituent parts of those acts, formally incorporating emergency session legislation into the budget framework.
