The Cannella Environmental Farming Act of 1995: Managed Honeybee Health Program.

The entire Article 17 structure (Sections 29330-29336) was eliminated. All provisions are now consolidated into a single Section 570.5 of the Food and Agricultural Code, simplifying the bill's legal architecture.

Fundable activities broadened. The Assembly version funded only 'health intervention projects that enhance the health and well-being of managed honeybees used in pollination services.' The Senate version adds 'projects that indirectly support health interventions through research, extension, and technical assistance.'

The environmental and agronomic cobenefits criterion was expanded from 'reduced hive loss' to 'reduced hive loss and increased honeybee habitat,' broadening what qualifies as a cobenefit.

Program establishment changed from mandatory ('is hereby established') to discretionary ('may establish and oversee'). The department now acts in consultation with the existing Scientific Advisory Panel rather than a new dedicated advisory committee.

The requirement for the department to establish a six-member advisory committee appointed by the secretary (former Section 29333) was eliminated entirely. The panel may instead consult with commercial beekeepers, the State Veterinarian, farmers, county agricultural commissioners, professionals, scientists, and NGO representatives.

Grant award criteria now explicitly reference 'criteria developed to address the program priorities' as an additional consideration alongside the enumerated criteria, giving the department more flexibility in prioritization.

Eligible recipients expanded from 'in-state commercial beekeepers' only to 'in-state commercial beekeepers, academic institutions, and nonprofit organizations.'

The socially disadvantaged group criterion was expanded. Previously it applied only if the applicant was a beekeeper who is a member of such a group. Now it also applies if 'the project applicant specializes in serving socially disadvantaged groups.'

The appropriation status changed from 'yes' to 'no,' and the phrase 'and making an appropriation therefor' was removed from the act's description. The bill no longer makes a direct appropriation; operation remains contingent on future legislative appropriation.

A new definition for 'socially disadvantaged group' (incorporating the meaning from Section 512) was added to the definitions in Section 570.5.

The stated purpose of the Managed Honeybee Health Program was narrowed from enhancing honeybee health 'necessary to support the ecological and economic viability of California agriculture' to just 'necessary to support the economic viability of California agriculture,' removing the explicit ecological framing.

The department's funding authority was narrowed from providing 'incentives and grants' to eligible recipients to providing only 'grants,' eliminating the broader incentives tool.

Establishes the Managed Honeybee Health Program under the Department of Food and Agriculture, in consultation with an advisory committee, to enhance the health and well-being of managed honeybees used in pollination services.

Grant criteria may favor projects in disadvantaged communities, applicants who are members of socially disadvantaged groups, replicable projects, and projects with environmental co-benefits such as reduced hive loss.

Requires the department to establish an advisory committee of up to six members representing the State Veterinarian's office, commercial beekeepers, county agricultural commissioners, farmers, academia, and the public. The department must consult this committee on program frameworks, guidelines, incentives, and technical assistance.

Defines 'health intervention' (conservation management practices, disease preventives, therapeutic or nutritional interventions), 'managed honeybees' (honeybees kept by humans for pollination, honey production, and hive products), and 'program.'

Prohibits the use of Apiary Protection Act fees (collected under Article 3, Section 29030.5) for the program, creating a funding ring-fence.
