Commission on Teacher Credentialing: survey: teacher resignations.

Existing law establishes minimum requirements for the issuance of teaching credentials by the Commission on Teacher Credentialing, as provided, including satisfactory completion of a program of an accredited professional preparation program. This bill would require the commission and the State Department of Education to develop a survey no later than July 1, 2023, for purposes of collecting data from teachers of local educational agencies resigning their positions or electing not to accept a teaching assignment for the upcoming school year, including data on whether or not they are exiting the profession. The bill would encourage a local educational agency, on and after the commencement of the 2023–24 school year, to administer the survey within 15 days of a teacher of the local educational agency resigning their position or electing not to accept a teaching assignment for the upcoming school year. The bill would authorize the commission and the department to use existing resources in developing the survey, as provided. The bill would encourage local educational agencies to report the results of these surveys to the commission on an annual basis. The bill would, upon appropriation of funds for this purpose by the Legislature in the annual Budget Act or in another statute, require the commission to work with the department to prepare an annual report that compiles the data from the surveys, submit the report to the State Department of Education and the Legislature, and post the report on its internet website.
