Added requirements for conservation districts to transfer interests, agreements, contracts, and property associated with flood control dams to the West Virginia Conservation Agency by a specified date.
Added mandate requiring conservation districts to transfer all funds and accounts associated with flood control dams to the West Virginia Conservation Agency by a certain date.
Removed authority of conservation districts to employ dam monitors and to construct, operate, improve, and maintain flood control dams and similar structures.
Modified authority over dam-related activities to clarify that any alteration, improvement, or agreement related to dams owned or sponsored by the West Virginia Conservation Agency or state conservation committee is subject solely to the Department of Environmental Protection.
