Relating to liability for injury or damage resulting from intoxication

SB 884 creates civil liability for individuals who knowingly provide alcohol to minors or to people habitually addicted to alcohol, making them responsible for injuries or damages caused by the intoxicated person. It also allows criminal prosecution for "contributing to the delinquency of a child" when alcohol is given to a minor. The bill explicitly excludes retail alcohol sellers (like bars or restaurants) and their employees acting within their job duties from this liability. It does not change existing alcohol licensing laws or penalties under §60-3A-1 et seq. of the West Virginia Code.
