Relating to fees collected and deposited into the Affordable Housing Fund

HB 3223 increases fees on two transactions to fund West Virginia's Affordable Housing Fund. It doubles the fee for mobile factory-built home sales from $20 to $40 per transaction and adds a $40 fee on real estate property transfers (in addition to existing taxes). All collected fees must be deposited into the Affordable Housing Fund, kept separate from other housing funds, and used solely for housing programs - with no more than 1% allowed for administrative costs. The bill also requires the fund to publish monthly public reports detailing all revenue and spending.
