Concerning alternate funding for libraries.

Senate Bill 5365 expands the definition of "recreational facilities" for park and recreation districts in Washington State. It allows these districts to include community centers, which can house public libraries occupying less than 50 percent of the usable space, among the facilities they are authorized to provide. Any public library within such a center must operate in accordance with existing state library laws. This change enables park and recreation districts to potentially use their resources to support these combined community and library facilities.
