Removed the absolute 120-seat limit for theater licenses, replacing it with a two-tier system: theaters with 120 or fewer seats, or theaters with more than 120 seats that strictly prohibit entry to anyone under 21.

Clarified that the requirement to maintain a place for preparing and serving complete meals applies to all theaters seeking the license, regardless of seat count.
