The bill added a formal certification of enrollment page to the text and significantly updated financial assistance rules for displaced persons. The most important change is the removal of a specific $50,000 cap on reestablishment expenses for small businesses and farms, replacing it with a new $200,000 limit. Additionally, a temporary provision was added to allow state agencies to provide up to $100,000 for reestablishment until August 1, 2030. The annual inflation adjustment mechanism was also changed from using the Consumer Price Index to a flat 2% increase.
