To reauthorize the Young Women’s Breast Health Education and Awareness Requires Learning Young Act of 2009.

A new Title II (SCREENS for Cancer Act) is added, amending the National Breast and Cervical Cancer Early Detection Program under Title XV of the Public Health Service Act. This significantly expands the bill beyond its original single-purpose reauthorization.

Appropriates $235,500,000 for each of fiscal years 2026 through 2030 for the National Breast and Cervical Cancer Early Detection Program (a total of $1.1775 billion over five years).

Program purposes are expanded to include 'prevention' alongside detection and control, and new purposes are added: enhancing support activities such as navigation and evidence-based screening strategies, reducing disparities in cancer incidence/morbidity/mortality, and improving access while reducing barriers.

A GAO study is required by September 30, 2027, to estimate the number of eligible individuals, summarize trends in those served, and assess factors driving those trends including barriers to screening access.

Reporting frequency is changed from annual to every five years (with the first report covering two fiscal years). The responsible Senate committee is updated from 'Labor and Human Resources' to 'Health, Education, Labor, and Pensions.'

Language changes include replacing 'monitor' with 'ensure' for follow-up services, removing references to 'support services such as case management,' and simplifying eligibility language in section 1503(a) by removing two paragraphs.
