What changed between versions
The purpose statement (Sec. A.101) and appropriations intent (Sec. A.102) were expanded to explicitly include 'capital appropriations not funded with bond proceeds' alongside operating appropriations, clarifying that the bill covers both types of spending.
A new definition of 'Capital appropriation' was added in Sec. A.103(1), defining it as an appropriation for tangible capital investments or expenses eligible to be funded from general obligation debt financing under federal laws governing State bond proceeds (32 V.S.A. section 309). All subsequent definitions were renumbered.
Sec. A.102(b) now includes a provision stating that capital appropriations funded from the Capital Infrastructure Subaccount in the Cash Fund for Capital and Essential Investments are subject to 32 V.S.A. section 1001b(e), establishing a specific funding mechanism reference.
The Sergeant at Arms (Sec. B.128) personal services appropriation increased by $60,000, from $1,678,030 to $1,738,030, raising the total from $1,893,299 to $1,953,299.
