The 10-point violation list for bear management rules (Appendix 7) was expanded to include sections 4.0 and 4.1 in addition to the previously listed sections.

The 10-point violation list for turkey season rules (Appendix 22) was expanded to include sections 4.1, 4.4, 5.1, 5.2, and 5.4 in addition to the previously listed sections.

The 20-point violation list for deer management rules (Appendix 37) was expanded to include sections 5.1, 6.1, 6.2, 7.1, 7.2, 8.1, 8.2, 9.1, and 9.2 in addition to the previously listed sections.

The feeding deer provision (Appendix 37, section 9.0) was marked as repealed, removing it from the list of violations subject to the point system.

The provisional fee for additional big game tags was changed from a cap of 'not more than the prevailing rate' to 'an amount equal or similar to the fee for the same big game,' and a new requirement was added that the Department must seek legislative approval within one year. If approval is not obtained, the fee is voided and the Department may not re-assess it.

A new subsection (p) was added establishing specific fees for use of Department of Fish and Wildlife lands and facilities, including rates for the Edward F. Kehoe Education Center (day use from $300 to $600, cabin rental at $60 per night, weddings at $4,000-$5,000), Buck Lake Conservation Camp, controlled waterfowl hunts ($10 per person), meeting rooms, and special use permits ($50 minimum to $10,000 maximum). All fees are deposited in the Fish and Wildlife Fund.

The community involvement provision for Champion lands management planning (requiring involvement of Vermont citizens and municipalities in developing a long-term comprehensive plan updated every 10 years) was un-repealed by removing the '[Repealed.]' marking, though the enacted text contains apparent typos ('in when developing' and 'a the').

The official version's introductory block (Introduced by Committee on Environment, date field, subject line, and statement of purpose) is absent from the unofficial version.

In Section 87a regarding Champion lands community involvement planning, the official version displays both the original text and the replacement text with a [Repealed.] marker showing the amendment markup, while the unofficial version shows only the final clean text of the provision.

Section 3(o) changed from a 'provisional fee' mechanism requiring legislative approval within one year (under 32 V.S.A. section 603) to a straightforward fee authority capped at 'not more than the prevailing rate for big game tags.' The Department no longer needs legislative sign-off to charge fees for additional tags or permits, and there is no voiding penalty if approval is not obtained.
