An act relating to legislative review of reporting requirements

Two reports were removed from the repeal list: the 2011 report on Superior Court public records cases and the 2018 reports on licenses issued to service members and veterans. These reports will continue to be required rather than being eliminated.

The State Ethics Commission report (3 V.S.A. section 1226(b)) was moved from the 'extended until 2030' category to the 'permanently exempted from expiration review' category, meaning it will no longer be subject to periodic legislative review for repeal.

The House version included an exemption from expiration review for the State Court Administrator's annual report on temporary employees (4 V.S.A. section 40). This exemption was removed in the enacted version, meaning that report will again be subject to the standard expiration review process under 2 V.S.A. section 20(d).

A new report was added to the 'extended until 2030' list: 20 V.S.A. section 2367, requiring the Vermont Criminal Justice Council to report on the use of electronic control devices.

The Office of Economic Opportunity weatherization report (3 V.S.A. section 3902) was changed from being delivered as part of budget testimony to a standalone written report sent to additional committees (House Energy and Digital Infrastructure, Senate Natural Resources and Energy). Four new data points were added covering deferred weatherization units, rental units deferred due to vermiculite, the backlog of such units, and potential energy savings for deferred work that does not require disturbing vermiculite.

The report on use of electronic control devices (20 V.S.A. section 2367) was removed from Section 13's list of reports extended until July 1, 2030. This means that report will now be subject to the standard expiration review under 2 V.S.A. section 20(d) rather than being shielded from repeal review for four years.

The description of 20 V.S.A. section 2366(d) in Section 13 was changed from 'fair and impartial policing policies and training' to 'fair and impartial policies and training,' removing the word 'policing.'

An introductory section was added identifying the bill as introduced by the Committee on Government Operations and Military Affairs, along with a statement of purpose explaining that the bill repeals certain reports no longer deemed useful, extends certain reports for four years, or exempts certain reports from the standard expiration review.

The statement of purpose paragraph (describing the bill as repealing certain reports, extending others for four years, or exempting them from 2 V.S.A. sec. 20(d)) was removed from the header section.

The committee attribution line ('Introduced by Committee on Government Operations and Military Affairs') and blank 'Date:' field were removed.

The official version adds introductory metadata including the introducing committee (Government Operations and Military Affairs), a date field, a subject line, and a statement of purpose paragraph summarizing the bill's intent to repeal, extend, or exempt certain legislative reporting requirements.

Page count increased from 21 to 22 pages due to the added introductory text. Header text changed from 'AS PASSED BY HOUSE' to 'BILL AS PASSED BY THE HOUSE' and line number formatting was adjusted throughout.
