What changed between versions
The short title was expanded from 'eligibility of detainees to obtain a State-issued nondriver identification card' to 'eligibility of sentenced or detained individuals to obtain a State-issued nondriver identification card, replacement operator's license, or replacement learner's permit,' accurately reflecting the bill's full coverage.
Section 1(m)(1) was restructured so that it now covers only sentenced individuals (serving six months or more), while detained (pre-adjudication) individuals are covered separately in a new subsection (n). The official version had combined both categories in a single subsection.
The definition of 'inmate' was removed from the bill. The official version defined both 'inmate' and 'correctional facility' by reference to 28 V.S.A. section 3; the new version only defines 'correctional facility' in a separate subsection (p).
Subsection (m)(2) reentry planning language was made more specific, changing from 'a nondriver identification card or any driving credential' to 'a nondriver identification card, operator's license, or any driving credential replacement learner's permit.'
