What changed between versions
The House version included a standalone Section 4 setting an effective date of July 1, 2026. The enacted version removes this and instead uses standard 'Effective on Passage' language with sunset provisions at July 1, 2031.
The Senate removed two members from the Vermont Immunization Advisory Council that the House had added: the executive officer of the Vermont Board of Nursing and the executive officer of the Vermont Board of Pharmacy. The council in the enacted version is smaller than the House-passed version.
The enacted version restructured Section 2042a(c) on pharmacy technician immunization authority to add a 'pursuant to' requirement specifying that technicians must act pursuant to a valid prescription by a practitioner, a standing order made by the Commissioner of Health, or a protocol approved under subdivision 2023(b)(2)(A). The House version did not include this authorization-source requirement in its restructured subsection.
Minor wording changes throughout including 'By January 1' changed to 'On or before January 1' for the Immunization Funding Advisory Committee deadline, and various formatting and punctuation adjustments consistent with the transition from House bill format to enrolled act format.
