Removed the requirement that the Public Utility Commission hold at least two workshops with specified stakeholders (telecom providers, Vermont League of Cities and Towns, regional planning commissions, Vermonters for a Clean Environment, and state agencies) to recommend changes increasing transparency, efficiency, fairness, and public participation in the section 248a siting process.
Removed the December 15, 2027 deadline by which the PUC was required to submit a report to the House Committee on Energy and Digital Infrastructure and the Senate Committee on Natural Resources and Energy describing its workshop process, recommendations, and any changes made to the section 248a process.
Removed eight specific topics the PUC workshops were required to address: advance notice process details, postpetition comment procedures, contested case proceedings, evidentiary hearings, evidentiary burdens and presumptions, supplement/amendment standards, streamlined certificate transfer process, and any other topics the Commission determined appropriate.
