An act relating to supporting Vermont's young readers

This bill requires all Vermont educators to complete professional training on evidence-based literacy instruction, with current teachers finishing by January 2025 and new teachers completing it within their second year of teaching. It also directs the Agency of Education to review and strengthen educator preparation programs, establish a model examination for literacy skills, and transfer rulemaking authority for educator licensing from the Standards Board to the Agency of Education. Additionally, the bill extends the Advisory Council on Literacy through 2027 and creates a three-year pilot program for the Vermont Imagination Library to provide free books to children from birth to age five.
