Community Rehabilitation Program Amendments

Clarified the definition of a 'community rehabilitation program' to require that at least 75% of employees under a specific contract have severe disabilities.

Created the Purchasing from Persons with Disabilities Advisory Board, which now has specific duties to identify available goods, approve prices, and maintain a preferred procurement contract list.

Added a requirement for the advisory board to submit an annual written report to the Government Operations Interim Committee starting January 1, 2027.

Established a $5 million fiscal year threshold; procurement units are not required to purchase from the program once total contracts reach this amount.

Extended the sunset date for the Community Rehabilitation Program from July 1, 2026, to July 1, 2036.

Made technical and conforming changes to the text of the Utah Code sections, including formatting updates.
