Charter School Amendments

New Section 53F-2-707 allows the State Board of Education to allocate additional funds to new or expanding charter schools if their actual enrollment is more than 10% higher than their initial estimate.

The bill specifies priority order for funding sources, starting with unused startup costs, then prior year balances, then unrestricted basic school program funds.

New definitions for 'enrollment deficiency', 'estimated enrollment', and 'initial enrollment' clarify how funding adjustments are calculated.

Modified Section 63J-1-206 to explicitly allow the state superintendent to transfer money for charter school enrollment estimates without violating standard budget transfer restrictions.

Requires the State Board of Education to report any funding adjustments made under this new section to the Office of the Legislative Fiscal Analyst and the Governor's Office of Planning and Budget.
