Housing Affordability Amendments

The 'Olene Walker Housing Loan Fund' and its associated private activity bond program were repealed and consolidated into the new 'Olene Walker State Housing Fund' to centralize administration.

Municipalities and counties are now prohibited from requiring garages for single-family dwellings that are owner-occupied affordable housing, but they are allowed to require garages for other affordable housing types.

Parking space dimension limits were adjusted for covered parking (increased length limit to 20 feet) and uncovered parking (increased length limit to 20 feet), and tandem parking spaces are now explicitly allowed to count toward minimum parking requirements.

New definitions were added for 'owner-occupied' housing (requiring 5-year residency) and 'unobstructed' parking spaces to clarify regulatory boundaries.

Tax exemption rules were updated to explicitly include 'housing organizations' and clarify that 'permanent supportive housing' includes facilities with 15-year rent subsidy commitments.
