Higher Education Board of Trustees Amendments

Changed from requiring all appointed members to meet qualifications to requiring at least six appointed members to meet qualifications, allowing up to two members to be exempt.

Added requirement that all board of trustees members must be Utah residents.

Added new application requirements including disclosure of employment, affiliations with public and private entities, and proof of meeting qualification criteria.

Added effective date of May 7, 2025 for new qualification requirements to apply only to members appointed on or after that date.

Added definition of 'service area' as the geographic area where the institution has primary responsibility for educational programs and services.

Made technical changes to section numbering and references throughout the bill, including changing references from subsection (2)(c) to (2)(e) in some places.
