Relating to the Texas Flood Recovery, Reimbursement, and Reconstruction Program; authorizing a civil penalty.

HB 164 establishes the Texas Flood Recovery, Reimbursement, and Reconstruction Program to assist residents affected by the July 2025 Hill Country floods.
