SB 967 would raise Texas' minimum marriage age to 18 by eliminating exceptions that previously allowed minors under 18 to marry with court orders. The bill amends Texas Family Code sections 2.009, 2.101, and 6.205 to state that county clerks cannot issue marriage licenses to anyone under 18, and marriages involving minors would be void - even if a court had previously removed the minor's "disabilities of minority." This change applies only to marriage licenses issued or marriages entered into on or after September 1, 2025. The bill repeals existing exceptions allowing minors to marry with court orders in Texas or other states.
