SB 951 amends Texas law to change how states of disaster declared by the governor can be maintained. It limits initial disaster declarations to 30 days unless renewed, and requires legislative approval for renewals beyond 90 days, including a public hearing by a newly created joint disaster oversight committee. This committee consists of specific legislative committee chairs and members from both chambers. The bill also prohibits the governor from declaring a new disaster based on the same or similar findings as a previously terminated disaster. These changes apply to declarations made on or after September 1, 2025.
