Under the new rules, a seller must deliver the firearm to a licensed dealer to conduct a national instant criminal background check before handing it to the buyer, unless the transfer involves family members or inheritance. The bill creates a new criminal offense for violating these transfer requirements, classifying violations as a Class A misdemeanor. Exceptions are made for transfers between close relatives and for firearms passed down through inheritance.
