Relating to the transfer of students between public schools.

Added new Section 7.0611 requiring school districts to annually report facility usage details (square footage, capacity, land acreage, facility types, and ownership status) to the Texas Education Agency.

Added new Sections 25.046 and 25.047 requiring districts to determine and publicly post campus capacity, establish transfer application forms, and submit detailed annual reports to the Education Agency.

Modified Section 25.036 to establish a nine-tier priority system for lottery admissions when transfer applications exceed available capacity, prioritizing district residents, current transfer students, employee dependents, special education students, military dependents, law enforcement dependents, foster care students, court-ordered modification students, and siblings of enrolled students.

Added new Section 25.047 requiring the Education Agency to publish statewide transfer trend studies every six years and conduct random audits of 10% of school districts annually to verify capacity determinations.

Modified Section 25.036 to clarify that students can transfer to another campus within their own district, not just to different districts, and removed language requiring annual transfer applications.

Added new provisions prohibiting school districts from charging tuition to transfer students and preventing adverse actions against transfer students based on prior tuition fees.

Added effective date provisions stating the Act applies beginning with the 2025-2026 school year, with some provisions taking effect immediately if passed by two-thirds vote.

Repealed Section 25.038 which previously allowed districts to charge tuition fees for transfer students, and removed related provisions about transfer agreements and fund transfers between districts.

Modified Section 12A.004(a) to clarify that local innovation plans cannot exempt districts from state student transfer and admission requirements under Sections 25.001, 25.036, 25.046, and 25.047.
