Relating to provisions and plans by public schools to ensure the safety of individuals with disabilities or impairments during a mandatory school drill or a disaster or emergency situation.

School districts must now include specific provisions for students with disabilities in their multihazard emergency operations plans, including chain of command, physical and psychological safety measures, and equal access to safety during emergencies.

New Section 37.1086 requires the Texas Education Commissioner to establish recommendations and guidelines for accommodations for students with disabilities during mandatory school drills.

School safety committees must now include representatives from county or city emergency management, local police departments, and two parents or guardians, in addition to existing members.

School districts must provide immediate notification to parents and guardians about significant threats to student health or safety, including identifying who is responsible for overseeing notifications.

School safety committees must now meet at least once during each academic semester, summer, and as necessary to provide recommendations for updating emergency plans to include accommodations for students with disabilities.

The commissioner must adopt rules establishing recommendations and guidelines for school drill accommodations no later than June 1, 2026.
