SB 553 allows Texas governmental entities (like cities with over 100,000 residents or certain transit boards) to use two specific design-build methods for water and wastewater infrastructure projects. It permits either a "fixed price design-build" (single contract for design and construction) or a "progressive design-build" (early involvement with stepped payments for design and construction). The bill restricts contracts to single integrated projects - such as a full water treatment plant system or a linear transit route - preventing aggregation of multiple locations. This applies only to water/wastewater infrastructure, not general construction, and takes effect September 1, 2025.
