Relating to payroll deductions for employees of a public university system or institution of higher education.

This bill allows public university systems and institutions of higher education in Texas to authorize payroll deductions for employees to support public purposes that benefit staff, such as wellness programs or retirement savings. It gives governing boards or presidents the authority to create policies for these deductions, which must serve a public purpose and directly benefit employees. The deductions are in addition to any other payroll deductions already permitted by law. The bill takes effect on September 1, 2025, unless approved for immediate effect by a two-thirds vote in both legislative chambers.
