It applies directly to people showing signs of mental illness who pose an immediate risk of serious harm to themselves or others, when there isn't time to obtain a warrant or wait for police. Paramedics must believe the person meets specific criteria based on behavior or severe distress, then transport them to the nearest suitable mental health facility. The bill requires paramedics to explain the reason for detention and inform individuals they'll learn their rights within 24 hours at the facility.
