Relating to the production and study of brackish groundwater.

Requires the Texas Water Development Board to prepare biennial progress reports on seawater and brackish groundwater desalination activities and submit them to state leadership by December of each even-numbered year.

Requires owners or operators of wells in brackish groundwater production zones to implement monitoring systems and submit annual reports to groundwater conservation districts.

Updates the Water Code to add new subsections requiring monitoring systems, annual reporting, and specific conditions for maintaining exemptions from permit requirements.

Establishes criteria for designating brackish groundwater production zones, including requirements that zones be separated by hydrogeologic barriers and not located in specific protected aquifers or areas serving municipal water supply.

Allows districts to cancel exemptions and require permits if monitoring shows production is negatively impacting adjacent aquifers or causing subsidence.

Limits transport or export fees on water from exempt brackish groundwater wells to no more than 10 cents per thousand gallons.

Sets the effective date for the Act as September 1, 2025, with provisions for the Texas Water Development Board to make necessary adjustments using resources acquired before that date.
