Relating to certain evidence-based health-related non-medical services offered by a Medicaid managed care organization in lieu of other services.

SB 236 allows Texas Medicaid managed care organizations to offer evidence-based mental health, substance use disorder, and health-related non-medical services (from an approved state list) in place of standard services in their contracts. Beneficiaries are not required to use these alternative services and can still access traditional Medicaid-covered services. The bill requires the state to annually report on how often these alternative services are used and to factor their actual cost and usage into payment rates for managed care organizations. This affects Medicaid beneficiaries receiving care through managed care organizations and the organizations themselves, with the changes taking effect September 1, 2025.
