Relating to the creation of an environmental product declaration grant program for manufacturers of ready-mixed concrete.

SB 2353 creates a grant program administered by the Texas Commission on Environmental Quality (TCEQ) to help ready-mixed concrete manufacturers cover costs for obtaining environmental product declarations (EPDs). EPDs are independently verified labels showing a product’s environmental impact based on life cycle assessments. Manufacturers receiving grants must commit to using these declarations for their concrete products. The bill requires TCEQ to establish rules for eligibility, applications, and monitoring, effective September 1, 2025.
