Establishes a new Texas Advisory Committee on Geopolitical Conflict with nine appointed members to develop security strategies and conduct threat assessments.

Mandates a tabletop exercise simulating foreign invasion and intentional damage to state supply chains or critical infrastructure.

Requires audits of critical procurements and drug supply chains to identify foreign adversary involvement and recommend alternative sourcing strategies.

Requires the committee to submit initial reports on geopolitical impacts, supply chains, and critical infrastructure by May 29, 2026.

Sets committee expiration date of September 1, 2029, with initial appointments required by October 31, 2025.
