Relating to certain duties regarding county jail prisoners confined in out-of-state correctional facilities.

SB 2263 requires Texas counties to report on prisoners held in out-of-state correctional facilities. If a prisoner dies while confined elsewhere, the local justice of the peace must investigate and submit a written report to the attorney general within 30 days. Counties must also submit annual reports by February 1st detailing the total number of prisoners held out-of-state, deaths, and escape attempts during the previous year. The Texas Commission on Jail Standards will create the report form and summarize the data for the governor and legislature by March 1st. The bill takes effect September 1, 2025.
