Relating to the licensing and regulation of massage therapy.

Added new subsections to Section 455.206 requiring massage establishments and schools to obtain new licenses when changing locations.

Added requirement for the Texas Commission of Licensing and Regulation to adopt rules implementing the changes to Chapter 455.

Added authority for the commission or executive director to delay license approval for up to 90 days when there is reasonable cause to believe offenses under Chapter 20A of the Penal Code are being committed or were committed at the establishment or school.

Clarified that for entity applicants, the applicant is subject to emergency orders if any owner or operator is subject to such orders.

Defined that the application submission date is the date a complete application is received by the department, including any additional requested materials.

Set the effective date of the Act to September 1, 2025.
