Relating to the offense of passing certain vehicles on a highway.

SB 2126 amends Texas law to prohibit passing certain stationary or slow-moving vehicles on highways. It specifically restricts passing when vehicles are stopped with flashing lights or operating in designated work zones, including emergency vehicles, tow trucks, highway maintenance crews, utility service vehicles, trash/recycling transport trucks, toll road vehicles, and stopped vehicles using hazard lights. The law applies to all drivers who would otherwise pass these vehicles on roadways. It takes effect September 1, 2025, and aims to improve safety for workers and emergency responders by reducing passing risks.
